The context

Why region changes the numbers, not just access

Offer availability and rates are set per country and per device by the advertiser networks behind each site, not by the site you sign up to. In our capture, the same advertiser paid different amounts on android and ios for identical milestones. Region works the same way. A comparison table captured from one country is evidence about that country.

This is also why our own data has a stated geographic limit rather than an implied global scope — see the note below.
